The court specifically used the term "not provable as false". That doesn't mean it's true. Only that it can't be proved false.

It also can't be proved false if someone was to go around claiming you raped one of your female relatives while she was passed out 15 years ago. That doesn't make it true, just that it's not provable as false because it's too long ago and your whole life isn't on video.

Because the districts change with every census

They could just rename them after every census. What they would name them I'm not sure.

It could be based around what city or geographic area it’s in. For example a state legislative district that contains a downtown of a large city could be called [insert municipality] central.
