One vigilante wearing a mask with ex military training is going around randomly stalking and killing your gang off one by one. His combat skills are beyond what your street people have and he operates low. He stalks and observes until it’s the right time to pick a member off.

He has no family, no friends... he’s a monster you created (you gunned down his whole family). You know who he is.

How do you find him and kill him?

Is there any kind of mind game you can play to get him?

snitch on him. Tell the cops. Leave an anonymous tip or something.
I can’t imagine the police would be too happy with a vigilante killing people left and right like that.
Obviously you’ll have to make sure the cops don’t figure out who you are or what you did, but if you’re that worried about this guy...

We hole up in a building, get a courier to purchase our supplies and wait for the person to show up. Have the cops stake out the building and the surrounding premises. The man may show himself at some point, maybe engage the first contact before running away as he notices the police are there. This is where he is to be caught.

Then, have the police resume any standard investigative endeavors they are undertaking.

This is eerily close to what I have planned for the end game (the hole up at the Mansion thing)

Except that in fighting/politics within the gang will lead to a compromise in security
