It's 65F and sunny where I am, it's quite tragic, really.

It apparently isn't going to stop raining until about 4pm tomorrow, and my dog refuses to go outside to shit when it's raining.

We have a roofed over part in the garden for this kind of weather. Put a kiddy pen (sand box) there and teach your dog to poo there. If you put in cat litter, you can easily scoop out the doodoo and it won't smell too bad
