That's not the main reason for lower birth rates (which used to be a sort of thing eugenicists advocated). The collapse in Western birthrates was caused by feminism and the demise of the nuclear family.

As I've said before, letting immigrants in doesn't increase the number of kids they have. Pollution is a world problem, not contained exclusively within the US. I'm not going to support effectively killing off people because they have too many kids - the solution is education, not death.
