In a statement, the town council said: "The town council has never had any intention of installing any floor or other movement sensors, any restricted time entry, there will not be water sprays, or self-opening doors, no weight sensitive floor and no dousing equipment as described in the statement.

None of those imply irrationality: rationality is just taking the actions that are most likely, given the information available to you, to result in your desired outcome. If you don't value your children having a good life, or never getting cancer, particularly highly, then those actions can be entirely rational.

How about someone who outright faints? Will it trigger the system?

Asides that, that is way too costly and weird to be implemented. Imagine upgrading lots of public bathrooms just to deter vandalizers and people doing y’know.

Maybe those toilets will become the stuff of Welsh nightmares and folklore.

To be fair, "set off an alarm when someone faints" sounds like a much better use of the technology than this.
