As for the rest of your post, yes he was trying to see how people react to him, that does not mean however that his intention was to cause panic or make people think he was going to shoot them as Vass thinks. This is a common thing among open carry advocates, to go out in public (usually in groups) to exercise the rights and see how people perceive them and to spread information about local and state laws.

And as for the rest of it. He found out how people react to a muppet wearing body armour and a rifle in a Walmart a week after a mass shooting in a Walmart. They think he's going to kill everyone and react accordingly.

Most gun shops require that a weapon you want to have a transaction over be boxed or in a case. If you pull a pistol from a holster or have a weapon over your shoulder then you can expect them to draw on you if you touch it.

I recall a friend of mine once telling me how some moron walked into the store he worked at with a pistol in hand and placed it on the counter and asking what ammo he needs for it and if they had em for sale. He was refused service and asked to leave.
