Walking into a WalMart in such a way that causes people to think you're there to shoot the place up is very much an implied threat to cause an incident or condition involving danger to life.

So basically if people think bad things about a person's state of dress, they're a criminal now.

He did something a reasonable person would expect might cause other reasonable people to be threatened, and stated his intent was to threaten them. Threatening doesn't require an actual verbal statement of intent to do harm.
