Last I saw from DR was that the police are looking into links between the two attacks (Attack on the tax agency and a local police office in Copenhagen). The attack on the tax offices was done with "industrial grade" explosives, so it was presumably done after some planning - and that indicates that the lack of body-count in both instances was deliberate. I doubt any Danish anarchist group is responsible; the socialdemocrats just won an election against the right-wing government and the literal Nazis didn't get in. I'd look more towards the fascist terror groups like Identitær, Stram Kurs, ORC, SIAD etc. They have an anti-state conspiracy, ideas of "great replacement", idolise civil war and have been caught in amassing weapons. Meanwhile, having just lost an election there may be pent-up frustrations. Is this sending a signal? OTOH, I doubt they'd go out of their way to send a signal without a huge bodycount, so it's not really the best explanation.
The Government will hold a special security session, so there's probably more known that has not been made public yet, but as is, everything is speculation.

To people asking if it could have been an accident: Police is ruling it out, 100%: They've found explosives both places (Although the phrase "industrial grade explosives" - my translation - has only been used concerning the Tax Agency).

Obviously, it would be from someone against the Danish Government. Can anyone Danish here tell me of a group that is anti-Government, in the sense they don't agree with it?

There are some far-right groups, Redox has made a list here. Some violent, a few not. While there are left-wing anti Government groups, these are unlikely to be involved given the recent election results. Anti-state left-wing actors can't be ruled out, though I don't know of any. There have been some concerns that pro-Iranian groups have plottet attacks on Iranian dissidents in Denmark, but it doesn't seem connected. And, of course, Islamic fundamentalist groups, though this doesn't follow their usual MO.

DR is updating with a few things. First, there's a photo of someone running away, though to me it's so grainy and pixellated that I can't see the use of it. Second, the chief police investigator is not investigating it as terrorism (Though he won't rule out yet). Third, it will take a few days before they know if the explosives from the tax agency and the police station are the same types. DR mentions gangs using high-grade explosives, but the police won't comment on any connection.

Update from an explosives expert: Both explosions were done with the same kind of explosive, usually used in demolitions. They were likely started with a lit fuse, which is much harder to control, and in the words of the expert, it means that the lack of a bodycount more luck than skill (Though the timing of attacking empty buildings at night still indicates some intent). The police has not confirmed the explosive, so I'm not quite sure how the expert knows, though.
