Shaming for not doing the pledge is not common based off of my experience, except in my elementary school (I'm certain what they did was illegal), so unless you enter a certain area, it can hardly be called "community enforced" in my opinion. Maybe others will have different stories. Either way, I'm sure that only a tiny minority of people would actually assault a kid or anyone over it.
