the definition is simply a system that does not show favourtism to any religion. what people do with that definition is their business entirely.

Atheism is not a religion. It's treating every religion equally by not letting any of them influencing legislature and public polity.

Not really. Its purpose is to take religion out of legislature (and government in general). If your religion can't have a public life without imposing on the government, that's on your religion.
