I've been here for three years and these people are swarming everywhere, literally almost every street I see them crawling about. I think I've gathered a large enough representative sample size to form an informed opinion about these parasites.
I've been here for seven. I see homeless people around my neighbourhood and adjacent neighbourhoods, and they don't really cause those problems. Sure, there's the occasional theft and petty crime, and occasionally they're sleeping in your driveway, but that's just part of life. Maybe I'm just desensitised to it, but I don't see it as a large problem. I also don't live in a prestigious rich area. Correct me if I'm wrong, but you sound like you might be somebody from a rich area, who has now moved to a different place with more homelessness, and aren't used to it.
