I've worked with people who design these systems, they know and will readily agree that these only have to do with keep homeless people out of sight and out of mind. You don't publicly admit that because normal people generally don't like things happening purely to harass members of society. It's a cheap solution to make people feel better because then they don't have to see homeless people.

It comes down to laziness and the fact that people are uncomfortable with seeing that there is a problem, and unwilling to do what is necessary to fix it.

I love how Jeb says, "this city can end its own homeless problem," in response to you saying they can't end homelessness at all, and you just double down on your original premise instead of accepting that it's definitely possible for WPB to end its own homelessness issue.

Not taking your anecdote as data, sorry. It conflicts with my anecdotes that the goal of these programs is often to make people feel safer when carrying out economic activity.

Back home in Singapore, no. But I'm a student in Oxford and there are homeless people swarming around. They come from all over the country to Oxford because do-gooder students give them money and shit and its attracting them here to fill up the streets and menace peaceful citizens. I live in a large city known for its homeless problem. I see very little of what you've described. I think you have a very small sample size of the homeless population and are regarding that as an accurate depiction of the global homeless population. I know that over here, the largest problem with the homeless is all the needles they're leaving around everywhere.
