People follow the leader and a bad example gives them all the incentive to follow it. Thus a shitty political culture is created. Thats almost impossible to fix as long as the people keep self-reproducing more of their spawn even when replaced. Basically everyone associated with the system needs to be removed to a level that a different kind of people alongside with a different culture moves in as replacement.
True. When it gets this bad, when corruption reaches critical mass, and outside force has to go in an purge the corrupt, every single one the can find.
If you have to toss half of local politicians in the worst federal prison so be it.
Its true for any system or community.
No matter if a political party, a internet forum or even a gaming clan. Once a critical mass has been reached it traditions, habit and mores becomes self-reproductive. It attracts more people of the same kind and forms them accordingly, as they adopt the habits they are learning from the others and follow their examples. Be they good or bad ones. Individuals who attempt to work against it usually find themself swimming against the tide. Naturally.
Once its rotten, it's game, as the inherent social inertia is hard to break. Corruption usually appears if people stop playing by the rules. Either because they say "fuck it" or are encouraged by bad example, impunity, loss of legitimacy etc. etc.
