1st of all, as someone always pointed out, the guys with big guns and other cool toys will be in power, just how it works. A good administration and government system that is fair and good is the best you can hope for (like a libertarian democracy)
Second, Area 51 and Nellis AFB aren't really hiding anything secret. Most of the "strange" and UFO related stuff there are testbed aircraft for testing either upcoming designs or even concepts/theories. (Recently I saw someone post a picture of a silver-y "UFO" like aircraft there, but it literally just looked like an unpainted stealth-type aircraft...)

what has me wondering is Inkopolitia thinks Aera 51 is in Arizona when its actually about 70 or so miles north of Las Vegas Nevada
