Poland and Hungary are still complying with EU law in the vast majority of cases. The exception get media attention. Still, Poland bent to the ECJ verdicts condeming their supreme court reforms.

Migrant and refugee policy fall outside EU law, which makes them problematic because they require unanimous approval and cooperation. But you must really see the difference between EU law, which is enforced, and extra-treaty cooperation, which cannot be.
