The stance of any rabbi worth his salt is that intermarriage leads to personal issues if a Jewish person and their partner both value disparate religious views, that intermarriage violates Jewish tradition and law, and that intermarriage leads to the gradual assimilation of the Jewish people so that we disappear as a distinct group. None of those is really wrong. It's not a racial issue. Jews come in every color.

The remark likely has nothing to do with Peretz hating non-Jews. It has everything to do with the fact that Jews who intermarry tend to assimilate into other cultures after two or three generations.

It's a bit complicated. While having a Jewish mother makes a person Jewish according to Halakha, the children of mixed-marriages tend to assimilate in two or three generations, especially if the father is a Christian or Muslim in a country where one of those faiths is in the majority. Beyond that, intermarriage contradicts the principles of Judaism.
