Assuming they made some specialized craft scissors (so the end can't be used to stab) and took the precautions, she could cut up some children's craft (prep work) for education classes throughout Europe

the prison would just need to make sure there's a procedure in place to make sure the scissors are safe

or knitting might be more standard

Yes, give the most dangerous prisoner in a secret prison a weapon so she can make children's crafts. Definitely a good idea. So weird that nobody else thought of doing this.

Just tell her to put the scissors down every time the guards enter so they can safely collect.

The scissors would obviously be very blunted at the tip and the blade only sharp enough to cut the paper.

She'll cooperate because she'd want the points.

They just need to keep track of one scissors and be careful when handing it to her and collecting it from her. There would be a procedure for her to pick it up and throw it down every time.
