The reason they know is because during her childhood she accidentally used her magic in front of other people (when she wasn't completely in control). Since then, she has been oppressed and abused by the high borns around her, even those closest to her.

For a while, she was a member of the Order and thus was officially registered as a magic user.

Later on, she declared herself the Witch Queen and started to use magic to kill others.

Very liberal in its punishment of criminals, in many ways "ahead" of its time, highly academic, believes in co-existence between those with powers and those without even in the face of hostility and persecution etc; think about the young Charles Xavier (those are the types of people leading it)
