An invocation is a prayer to open the meeting. If a non profit wanted to speak before the city council its unlikely unless in very specific circumstances they would be denied.
They are done before every session of congress and in most state legislatures too

I don't see why a specific type of organisation gets to exclusively speak before a council meeting, and I couldn't trust that they're merely prayers for a good meeting over a sermon with specific views. Seems an insidious nurturing of a belief not held by all.
Ban them all or open them up.

Do you not understand what a invocation is? It’s a prayer. It’s not forcing religion on anyone. If an atheist wanted to give an affirmation why not?
