Actually, no, that's quite easy too. Hobby farms are reported differently to the IRS than regular farms, and typically have less (or no) interaction with many of the relevant agencies that deal with agriculture.

Granted, there's a few people that stray into the gray between hobby and professional, and that might be hard to figure out.
