Why aren't there rules in the Oregon senate allowing senators to just vote anyway if their colleagues just don't show up?

Pretty much how the rural republicans have a now uneasy alliance with their more urban republicans. Those urban republicans are actually in danger of losing seats which could tip the balance of one of the chambers
