Depends on the state constitution. The state may have a provision which states that the previous years budget will be used if one can’t be made. I know that’s how it works in Georgia.

Plus there are pretty much zero executive posts in many states that require legislature approval. Since many of them are elected

Its not as many as you think. Governors make many appointments that require confirmation from the state senate.

I don't think pro-lifers would be at the top of their list of targets. It's more likely an officer in ICE is assassinated or something.

More than likely not, although they have attacked anyone who opposes gender bolshevism in the past, so going after moderate social conservatives isn't exactly foreign to them.
Still, no one cares enough about Nazis to start retaliating. No one thinks that Ron Paul lovers getting in streetfights necessitates an armed response. Off the top of my head, the pro-life movement is probably the highest antifa priority that would actually bring much of a violent response.

The rest of the nation is not like NY Lumen. In quite a lot of states, pretty much all of them, the biggest offices are all elected plus the entire judicial branch.

Either way it’s pretty much a moot point as the bureaucracy will still keep running
