Maybe ask what's up with the money politely when you first see it instead of waiting until after the fact to slam him against a fence and cuff him? I think asking about the money is fair, but why not ask right away when he first noticed it? Sometimes there are legitimate reasons why a person might have a large amount of cash.

It's honestly none of the other officer's business in why another person has that sum of cash on their person, nor does the other have to answer on why he has that sum of money on his person.

The cop who threw the cuffs on the other while saying "you are not suppose to have that kind of money" was a douchebag and it is laughable to make such a declaration, as if there is some sort of rule on how much a person can carry on their persons.

Another question. Is withdrawing large amounts of cash to buy money orders to pay bills a common thing in the US? Can't you just get them direct from the bank? Are debit cards not a thing?

Some places only take cash. Usually they are the cheaper places

In this case, if the officer was carrying bribe money, how would you get proof without stopping and asking him about it? IA relies on officers reporting their own to work properly. The fact that most don't is one of the biggest issue confronting them doing their jobs.
