From what I can tell this is one of those uniquely American things that I'll never be able to understand.
I have seen people sharing instances where they found the Declaration of Independence or other such documents.

Copies of course. The hotels weren't owned by Nick Cage.

Some people might. I suspect way more people do than you imagine. You have to remember, the Gideons were started by two traveling salesmen who met by chance in Wisconsin. They came up with the idea of putting Bibles in hotel rooms to help other salesmen or just travelers who might be beset with loneliness. Life on the road could be hard, away from the family, tempted by drink and loose women. Anyway, that's why and I'm sure people do look at the Bibles and the Bibles have helped some of them.

Either they don't do it in Britain and Europe, bar this one hotel in rural Norway I was at, or I'm terrible at finding them.

If you are christian it's a cool thing to have on hand. If you aren't its a cool thing to see what the wacky christians actually believe in. Either way I don't mind.

I have read them before, considering that forgetting important things is something I'm good at. The hotel Bibles aren't always a waste, anyway.

It probably doesn't cost any hotel anything to have these Bibles, and they could sell these books for $1 each or so in a pinch, if not more. These are physical goods that they otherwise wouldn't have, so it makes more sense perhaps for these Hotels to accept these books. The Gideons are footing the full cost of delivering these Bibles to Hotels (that they almost certainly mass produce or acquire from different sources). The Gideons have figured out ways to raise money just as the Vatican has as one example.

If someone wanted to give you free anything and it wasn't junk or a storage burden, would you really want to refuse them?

While we are irreverent toward religion, we do not outlaw it outright. We believe in freedom to make fun of religion, freedom to worship, freedom to proselytize, and freedom to choose the religion that you believe in or do not believe in. It follows, therefore, that we fully support placing Bibles in Hotel rooms, as it aligns with our respect of the right to proselytize a religion. If any other religions would like to place their materials into our hotel rooms, we welcome them to do so.

I'm fine with it being placed for the people who request it, and other holy books too for that matter. I reject the position that it should be assumed, and I resent the inconvenience and waste caused by throwing it out when it's placed there without my permission. If I don't want what I consider crap on my table, I should be able to say so.

That said, I think anybody should have the right to one upon request, but make it an opt-in, presume agnosticism otherwise.

Its given to the hotel upon opening and placed in the endtable or nightstand by the bed. No one is forcing you to read it.

I always thought the point of the Hotel Bible was to discourage prostitution in the Hotels rooms by making people uncomfortable.

Sometimes the Bibles are left on the desk itself. I like the idea of discouraging prostitution in the hotel rooms by making those involved uncomfortable, but there are a lot of non-Christians who would also not feel uncomfortable...
