Again obviously the conditions in the detainment facilities are inadequate (but again that is irrelevant to whether or not it is a “concentration camp” and they are not).
Yes the detainment conditions need improvement but again that is a more complex matter.

Thankfully Congress did pass a bill to address the lack of adequate detainment resources although it remains to be seen how good a job they did.

It is permissible under US and international law.

They did, but it still takes time from when the bill is passed to when the money is distributed and available to use, and even then still takes time to spend it, build new facilities, find suppliers of products, the cumbersome government procurement process and so on.
