Wrt America not being great, it's just a vague phrase that speaks to republicans reactionary, elderly base. There's no specific issue being addressed. America never had a wall and Clintin was never in prison which is what most animates Trump. At most, the phrase refers to punishing certain oppressed groups that are 'out of line' (e.g. feminists, minorities, LGBT). More than likely it doesn't mean anything specifically though.

Trump filed formal notice of his re-election committee with the Federal Election Commission on the day of his inauguration, Jan. 20, 2017, and he already has held campaign events in the battleground states of Ohio, Michigan and Wisconsin.
