Supposedly executed NK officials have been popping back up for a while. Either they bullahit about executing people, or whoever gathers this information misconstrued disciplinary action or demotions for much worse.

It is possible to think he is doing a good job, but also that he has committed crimes that he should be punished for. The grounds for impeachment, after all, are not "he is doing badly". It's "he committed high crimes or misdemeanours"
