Yes, illegal immigrants. Putting someone in detention for something illegal is not a concentration camp. Due to the complexity of immigration law formal criminal charges and a full trial are not always done, but all have been accused of committing and illegal act (being detained for acts is not a concentration camp) and all get a hearing.
