This could be the casus belli needed to actually get the war with Iran that we want. If these terrorists are from Yemen, it could be to hit back against the UAE for allying with Saudi Arabia. Saudi Arabia is doing most of the invading in Yemen, so you'd think they'd target Saudis more.
