You might edit the title. The journalist was not arrested, though he was handcuffed while the police ransacked his home.

Bay Area Legal Aid is threatening to sue to compel the San Francisco Police Department to provide timely copies of incident reports to victims of domestic violence, as mandated by state law. The reports are critical for victims seeking restraining orders against their attackers. And for victims’ attorneys, they’re key to building their clients’ cases. Delaying timely access to people’s own police reports can put victims and children at risk, the organization argues. A 20-year-old state law requires police departments to hand over copies of incident reports to domestic-assault victims or their attorneys no later than five days after a request is made. If police can show why a report isn’t immediately available, they can have up to 10 days.
BayLegal staff attorney Fawn Jade Korr said her office has seen delays ranging from 40 days to 128 days, and in some cases SFPD has improperly denied victims access to the records. Korr said the organization has tried and failed several times to work with the Police Department to get the city to comply with state law. San Francisco, she said, is “an outlier” among California cities in its struggles to meet the five- or 10-day deadlines for providing reports. “We have a responsibility at this point to both clients and domestic-violence survivors in the city and county to finally hold the San Francisco Police Department accountable,” she said. In a demand letter sent Tuesday to San Francisco Police Chief Bill Scott and City Attorney Dennis Herrera, BayLegal gave the city until the close of business April 29 to present a plan to get the department on track. Without one, BayLegal plans to sue in San Francisco Superior Court.

So remember, if you're sexually assaulted by your husband/wife, and you report it to the police, it's going to take some time to process it, while they can keep on sexually assaulting you. And if you want a gun to stop that - tough shit, especially if you're poor. Just don't drop the soap in your own home. The thing with Journalism is that Journalists need to maintain credibility and trust. Journalists want to be able to protect a source, no matter how criminal, or else who is gonna trust them in the future? I suppose you could say it's kind of a trade off for being able to give the world access to information.
