Last time I've heard, being sprayed with lavender oil as a consequence of perpetuating nonsensical canards against transgender communities by someone who is not an authority figure, nor is he/she involved in the legislature, does not constitute congress banning you from saying XYZ.
So as long as congres doesn't do it it's fine to attack political opponents? Oh boy Freikorps here we come...
This, of course, would get you charged with assault.
