The issue is that in many states, some people that need healthcare fall through the cracks. They don’t make enough to buy insurance but make too much for the state to help. Even if the subsidies are there.

That is true. But there are probably people who can qualify and do not know to apply.
If you can claim a disability it also allows you coverage you would not have otherwise.
