Not necessarily. That is dependent on your definition of female and may also change in the future. That is, it can only really be true if defined on a genetic level, which is not useful or important in most contexts.

The combination of XY is not what codes for male traits, only the Y chromosome does. The default is female traits, which are not specifically coded based on having two X chromosomes either.
There are also exceptions to this general application.

This cannot be true because there are no biological women, but assuming you mean biological females, that is only true within some definitions of that term. Definitions including more categories, which I prefer to use, make it impossible for trans women to be biologically female within the current bounds of medical science.

1 in a thousand supposedly, so a few in each small town. But given that many people are not aware they are XXY or XYY, the numbers are just estimates.

Agreed. An example of that would be Down Syndrome which is caused by an extra copy of chromosome 21.
