Lots of people have put forth their own visions of a utopian society over the years, often based on their own preferred religious or political ideology. Some have imagined socialist utopias where people are given everything they need and want; others have imagined free-market and anarchist utopias where the government wouldn't tell them what to do. Regardless, one person's utopia is bound to be another person's dystopian craphole, and if we were to take the definition of "utopia" to mean somewhere where everyone agrees with each other about everything and everyone just magically has everything they want and need, it would be quite boring and quickly become dystopia.
My personal utopia would be a country-sized society of hard-working, independent, kind, and fun-loving people under a libertarian government ruled by a benevolent dictator, who is accountable to the people and grants virtually maximal civil and economic freedoms. Education and healthcare would be excellent, the geography and ecosystems would be varied, and the climate of the country would be warm most of the time, with constant progress being made to continue improving conditions for all. , and as for absolute power corrupting, that's a very valid concern. However, as mentioned in the dispatch, the benevolent dictator would still remain accountable to the people (hence "benevolent") as they can kick him out if he gets too corrupt, and he would use frequent referendums to gauge public opinion on any issues that come up.
