There isn't a complete damage assessment yet, but France is definitely capable of doing so.
(Side note, when I typed in "how much would it cost to-", the top result was "how much would it cost to buy texas", somehow beating out "how much would it cost to build the wall", which I'm confused by if for no other reason than that as a Texan, I'm pretty sure that the Lone Star State's not for sale...)

IIRC, burns. But there hasn't been a lot of info coming out on him. Of course, it's 3am over there. Hopefully we'll know more in the morning. I got this from an acquaintance that lives in France.

At least it likely won't take a century and a half to restore it like it took to build it in the first place.

It is going to take time, yes. I don't know how long but it'll be some time before any work is completed. I can tell you that tomorrow Macron is going to launch a campaign so that people internationally can donate to the restoration effort.
