But I think it’s saying one in ten users are/become dependent
And your source says that dependence is different from addiction. And you googled that slightly after wanting to know if using marijuana every week for a month would mean more or less than a 50% chance of being addicted. It's pretty clear that you've decided that the risk is too high before knowing what the risk is. Whatever number you find, you'll say it's too high.

i'm only basing it off from my experiences living in Vancouver where in the poor neighbourhoods, tons of people were lining up to go to detox centres and stuff
it seemed to be a real problem

They weren't lining up to be treated for marijuana addiction. It was probably a methadone clinic, which treats heroin addiction.

what about withdrawal and relapse?
Unbelievably not that high of a risk. The withdrawal is next to nothing aside from maybe being a bit antsy for the day, and relapsing isn't that great of a risk either. Again it's about the same level as caffeine addiction. There is real addiction and real withdrawal, but it's not anything that really causes massive issues or needs more then minimal support if any for most people.

Marijuana does have - make no mistake - its side effects which can be nasty. However compared to some prescription (opoid crisis anyone?) stuff those are quite within relatively harmless parameters.
It is not a "fun" drug or so in my opinion. However thats my own subjective view.
