Not really. Is it bad to institute price controls on food and water when a hurricane is about to come through and destroy infrastructure?

Price gouging is the only efficient way for businesses to allocate their supply quickly to the affected area. I'm selling oranges to my domestic consumers in NY, why would I ship oranges to TX at the same price even though distances are larger and the local infrastructure was wrecked?
