We'd also probably need to think about very good padding on the turbines themselves. Making the turbine hold up to flying dog is not all that big of a problem in the grand scheme, but what if a dog strikes the turbine and is instantly killed? It will cause an implosion within the turbine itself. It would be exceptionally hard to make the turbine stand up to that.

Sure you need a sufficiently tall wall. Dogs can jump (but the height is limited) but cannot climb.

This is why it is easy to fence in dogs.
