Honestly, seeing the scale of it all, I think it might also be prosecutable as a crime against humanity. It should at least be treated as a terrorist offence.

Alright so I went and watched it and yeah this is admittedly kinda weird. There's seemingly already one of his magazines with the writing and everything on it in the building before he first enters. I'm far from a conspiracy theorist and the video could absolutely be edited or something but that's strange.

Checked another full video to make sure it was accurate and yeah, it's really fucking odd. Even he stops and does a double take at it.

Couple of things.
One, New Zealand gun laws are strict compared to the United States but comparatively lax compared with countries like the UK or Australia. In fact, as recently as August last year there were talks and discussions about firearms legislation reform because police were concerned about how easy it was to obtain what they describe as a "Military Style Semi-Automatic" (MSSA).
Two, the intent of the identified shooter was to influence the firearms debate in the United States by attempting to get all firearms banned in New Zealand.

My initial thought was that another shooter had already entered and dropped it, but given how small that place appears to be and how the people were acting when he first showed up, that can't be the case. Honestly, I really have no idea what to think on this one.
