It's a bit fuzzy. According to this, actual legislation is silent on having weapons for the purpose of self defence, but the Arms Code written by the New Zealand Police and the New Zealand Mountain Safety Council (NZMSC) says that it is illegal.

I would think that New Zealand Police had worse things to worry about and probably didn't bother pursuing this given it likely prevented more people from dying. Discretion is a widely used within the New Zealand Police, which makes them particularly well respected.

It's very hard to explain to people in other parts of the world what it feels like to be in New Zealand right now, other than to say the entire country is in shock. Terrorism, and mass murder, on this scale has never happened before.

There is a real sense that the country has lost its innocence.

It clearly played a part in the Police Response. It was clear Emergency Services were not prepared for such an attack.

Not sure if this was posted already, but an Australian senator made statements where he blamed the attack on New Zealand's immigration policies:

And as is usual with mass shootings, some people are calling the attack a false flag and saying it was meant to cover up the IDF strikes in Gaza and whatnot.

Not sure the senator realises that as of the 2013 Census (because the 2018 census data has been a massive cock-up), Muslims only constitute 1.18% of New Zealand's population.
