It's a bit fuzzy. According to this, actual legislation is silent on having weapons for the purpose of self defence, but the Arms Code written by the New Zealand Police and the New Zealand Mountain Safety Council (NZMSC) says that it is illegal.

I would think that New Zealand Police had worse things to worry about and probably didn't bother pursuing this given it likely prevented more people from dying. Discretion is a widely used within the New Zealand Police, which makes them particularly well respected.
