I'd combine every other state with Texas. That way there's only one massive state (Texas) and the District of Columbia. Then Texas gets all 435 House seats, and there would only be two Senators (plus the Vice President, if there's a tie). It would also get 437 electoral votes in presidential elections, but so would DC. Unless Texas and DC vote for the same candidate, every presidential election would have to be decided by the House.

1. Adjust Census questions so we get a ehole lot of cultural questions in it.

2. Define what cultural homogeneity wrt the Census questions would be and release questions.

3. See if predicting class (i.e. state of origin) membership with Census cultural questions works, if so give Puerto Rico statehood and see if remaining non-states have appetite to be states.

4. If classification unsuccessful run cluster analyses to determine how many states there should be and where they are, make sure to rationalise for contiguous borders and/or archipelagos and nearby offshore islands. Also, include non-states in this process.

The coastal territories would not be entitled to use legal action such as eminent domain to acquire water or hydro power from the inland territories.
