I think it has alot to do with that, but I feel like the historic cultures that inhabited that area have always had a strong communal culture since cooperation (at least among individual clans or tribes, not necessarily intercooperstion between different ones) was necessary to survive and thrive in their environment.

For the most part I agree. As my dad puts it, the government should be there to provide for the people (services like roads and education), not legislate every inch of our lives.

Although I don't think I could stand to be the benevolent autocrat for a nation of significant size. My first order of business would probably be locking up my enemies in a dungeon for extended periods of time

I can agree to this, though, I am a bit on the fence about banning political ideologies outright. Not because they're right to Express their views, but because we need to know our enemies. We should read their works to know their rhetoric and motives.

For example, I have a copy (pdf) of Georges Sorell's Reflections on Violence because this influenced many movements on both the far left and far right, and in turn, contributed to the rise of radical communism, and fascism. While, I detest Sorell's philosophy, knowing our enemies is key to defeating them.
