It doesn't forbid ISPs from charging more for faster speeds, it just says all data should be treated equally so we don't have situations like New Zealand and Portugal have where they can throttle sites that favour competitors or sell internet access in pieces rather than all at once.

Except that it wouldn't be things you don't want to purchase. Access to social media is separate from basic service in those countries as is e-mail regardless of site. Have a gaming console or want to use Steam, for instance? That's another $10 a month. Streaming services? Pay extra on top of what you're already paying places like Netflix.
