That being said, I am currently unable find the actual section which asserts this as being the case.

Yes they and many others have to work without pay. But after awhile I don’t think you want to go a month or more without pay. And you wouldn’t be able to hire 15k ATC guys while the government is shutdown.

No you can’t. The hiring team has been furloughed they legally can’t come back to work until there’s a budget. Also who would want to work for possibly months without pay? Also also ATC guys have to go through an FAA training program before they are allowed to work which takes about a year. So have fun driving

Deadly force is not proportional to the crime of illegally crossing the border unless 1)the perpetrator is armed and belligerent and 2)they’re a literal invading army.
