As far as I know there is no legal requirement it has to be direct address to Congress.

For 113 years it wasn't.

He won't like that.

I don't know, he has the option of doing it from the oval office, he can give the speech without having to put on pants...

But there wouldn't be an audience to clap for him, and that seems to throw him off.

One would hope, but it's Trump. He's been in situations where his actions and lack of moral fiber should have killed his entire career and reputation. He's managed to survive, largely because the Trump base I always mention stands by him no matter what. Trump said it best - he could shoot someone in Manhattan and not lose support - he is viewed as infallible by so many individuals.

While this is harming Trump more than anything in the last, say, year or so, I'm not sure it will be his downfall. If it does turn out to be his downfall, then it would be quite ironic - after everything he has said, done, acted on improperly, everything he has fucked up, it would simply be too funny and enjoyable that this would be the downfall.

He cannot, as it would infringe on the powers of Congress far, far too much. He could give an informal State of the Union, but he cannot force his way into the Capitol building and force Congress to hear his SotU address without their consent.

Executive orders only apply to power that exist within the operation of a President's power. This has been applied liberally in the past, but it has always remained limited to justifiable means.

He does not, however, have the power to compel Congress to do anything. The reality is that in terms of governance, the President is no more powerful than the House or Senate as a body. The President is politically equal in weight to the bodies of Congress. He is not their leader, he os their equal and they his.

I truly do believe that statement is true. He could get on stage and say the Earth is flat, astronauts are actors, gravity isnt real and dinosaurs were made up and his base would take it as gospel

It largely depends on hownthisnstunt gets resolved, and if he threatens to do it again next year. If the same shit happens next year, I can imagine people getting sick of this shit. If it doesn't, the impact of thebshutdown will feel like a distant memory to many.

But the DUP hate Sinn Fein wayyy more than the other way around and just fucking refuse because they're shit. Of course, "Northern Ireland has no government" isn't the biggest of issues, because it's still ultimately administered by Westminster (who have the nuclear option of 'direct rule' over Northern Ireland if needs be), and doesn't impact local government. So ultimately, shit still gets done, just at low levels only. Like how Belgium survived nearly two years without a government.

Well that and the First Secretary of NI doesn’t want to call another election until Brexit is finalized. I wonder why

Because the DUP is essentially May's lifeline?

Eventually its going to end up politically harming one of the two parties in Congress enough to get them to faulter. They can force through a budget with enough votes. The Senate is trickier than the House, but not undoable.
