Considering how many will owe taxes this year because of tax bill to benefit the rich I don't see how it would be a bad thing.

...It isn't just the rich who benefit from refunds, the poor benefit, and arguably could be said to benefit more from these refunds.

Often times the large lump sum of a tax return is highly valuable to people without much money, it allows them to catch up on incidentals like vehicle repairs, or appliance replacement, or what have you. The kind of stuff that is difficult if not impossible to fit into a paycheck to paycheck budget otherwise.

This is the record in the US, and no other country, to my knowledge, has shutdowns like the US does. Countries with parliamentary systems sometimes go a long time without forming a government, but that's different. Northern Ireland has been without a government for two years now, but that's a sub-national government. Belgium went without a government for 589 days, but that didn't involve no one being paid.
