Often times the large lump sum of a tax return is highly valuable to people without much money, it allows them to catch up on incidentals like vehicle repairs, or appliance replacement, or what have you. The kind of stuff that is difficult if not impossible to fit into a paycheck to paycheck budget otherwise.

You realise that this would mean that you'd pay more taxes, right? The people in question are the ones who do the rebates.

How would you pay more taxes if IRS workers refused to show up for work? They should all refuse to work.

Not much would happen without the IRS.

Honestly at this point along with the IRS think the entire TSA and ATC should stop showing up for work. Maybe that would force Trump to end his shutdown

Perhaps he isnt but I dont think Republicans want to deal with the fallout from that and would likely pass a veto proof resolution to reopen government

Question San Lumen, are you aware that the IRS administers one of the largest welfare programs for working families in the United States of America?

How do they do that? They handle taxes which would still be collected

The earned income credit, which is a refundable credit (also known as welfare) provided 63 billion dollars to the working poor in 2018. This is actually lower than previous years, as the economy is improving it's lifting people out of poverty and reducing the number and amount of EIC awarded. It was 67 billion dollars in 2015 handed out to the working poor by the IRS.

And that doesn't even include the other welfare program they also administer - the additional child tax credit. I couldn't find a good number for how many people get that. It's also probably in the tens of billions.

Well that makes sense. Its still immoral to make them work without pay. It might also be illegal to do so and the union is likely going to sue.

This is the record in the US, and no other country, to my knowledge, has shutdowns like the US does. Countries with parliamentary systems sometimes go a long time without forming a government, but that's different. Northern Ireland has been without a government for two years now, but that's a sub-national government. Belgium went without a government for 589 days, but that didn't involve no one being paid.
