What is any of this? The house hasn't voted yet, the senate literally just passed the bill. The house votes at the earliest in half an hour. The rest just...don't know. No idea what you're on about.
Actually, the House decided not to vote on it because they only had 30 minutes to read it before their deadline (Nancy "you gotta approve the bill before you can know what is in it" Pelosi) , they made a motion for a second temporary-budget and things kinda slid downhill from there.
