He cannot, as it would infringe on the powers of Congress far, far too much. He could give an informal State of the Union, but he cannot force his way into the Capitol building and force Congress to hear his SotU address without their consent.
Executive orders only apply to power that exist within the operation of a President's power. This has been applied liberally in the past, but it has always remained limited to justifiable means.
He does not, however, have the power to compel Congress to do anything. The reality is that in terms of governance, the President is no more powerful than the House or Senate as a body. The President is politically equal in weight to the bodies of Congress. He is not their leader, he os their equal and they his.
He shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient.

I don't know of any who have done so.
Their pay is mandated by the constitution, IIRC. They literally can't refuse it.
They could take the check and put it in a drawer I guess, but they can't literally refuse it.

They could set up a fund to help the furloughed workers pay bills, and donate all of their pay to it.

General Strike when?
