But the DUP hate Sinn Fein wayyy more than the other way around and just fucking refuse because they're shit. Of course, "Northern Ireland has no government" isn't the biggest of issues, because it's still ultimately administered by Westminster (who have the nuclear option of 'direct rule' over Northern Ireland if needs be), and doesn't impact local government. So ultimately, shit still gets done, just at low levels only. Like how Belgium survived nearly two years without a government.

And that doesn't even include the other welfare program they also administer - the additional child tax credit. I couldn't find a good number for how many people get that. It's also probably in the tens of billions.
why wouldn't they get the credit if no one in the IRS showed up to work?

While Pelosi's letter is framed as a request to find a new date, the decision of when to host the President is very much up to the speaker of the House. The House and the Senate have to pass resolutions to actually green light the State of the Union. Neither have done so yet and Pelosi controls whether the House passes one at all.
Speaking with reporters, Pelosi argued the security issues are "completely out of my hands" and suggested Trump "can make it from the Oval Office if he wants."
